HD Radio ON - Still bad FM Reception?

I live in Los Angeles, HD Radio is on.

On the 405 channels will begin to get inaudible like white noise coming in....

Anyone experience this before?

If HD is locked, then you won't get that.

It's probably blended to analog FM because HD reception is too poor, and then Fm reception is poor too.
