How Long to Receive HOV Decals?

It's been two months now and I haven't received my decals yet that BMW submitted for me. My $22 check has not been processed yet. Wondering if BMW dropped the ball or not. Should I re-submit myself? I'm not getting any clear answers from BMW. They told me there was a delay in getting decals out for a while, but I have not heard anything of that sort anywhere else.

I don't know the details, but there was a policy change that took effect (I think) on 19 September making more stickers available. It's possible, they had reached the limit, but things might start moving faster now.

Green or white? The green ones for hybrids had run out at end of 2015. But CA lifted the cap on them effective 9/13. I just got a letter from the DMV that my sticker is waiting, pending me sending in $22. The letter states that I will receive the stickers in less than 30 days.
