Even if battery health 99% , that means battery cell's can't feed enough power to consumers.

Unlike with the HV battery pack, 12V battery health might be a misnomer; it might actually be battery charge level. Even a failing 12V battery might be able to be charged to 99% but might have so little capacity that it quickly discharges to a voltage so low that spurious diagnostic trouble codes (DTC's) are stored.
