Though I am not a smoker, my 2014 i3 REX was equipped with the optional "Smoker's Package". The ashtray/cup nests in a holder directly underneath the center armrest. Though the device will come out of the holder, my question is if the holder itself can be removed and attached to one of the three clip-on receptacles located at the front of the console?

Yes, the cup holder can be pulled out and moved to the front of the console. It pulls forward IIRC.

Could you be more specific? I don't want to break it by pulling too hard. Your previous response ended with IIRC which I do not know what that meant. Sorry, but I am a newbie in case it's a commonly known abbreviation.

Pull the cup holder straight up. You can remove the ashtray (and probably throw it away). If you look at the slots on the front of the console, you'll see what the tab looks like. Pulling the cup holder up, not forward, will eventually work. A little wiggling helps. Once its free, you can put it on any of hte 3 front slots by pushing down. Its pretty tight.

you can even buy extra ones to use the slots not in use... i bought 2 extra for a total of 4 cup holders... i like my drinks when i drive... lol
